   * Extending treaty benefits to limited liability companies.&lt;BR/&gt;    * Allowing taxpayers to require that some double taxation issues be settled through arbitration.&lt;BR/&gt;    * Ensuring there is no double taxation on capital gains of investors who move from one country to the other.&lt;BR/&gt;
